I have heard it: Hay que tener cuidado de....

Remember Hay que also means "one must or one has to". I have never heard the expression tener que used before another expression that uses the verb tener.

Se debe tener cuidado de los ladrones.

Se tiene que tener cuidado... is redudant and I would not use it.

Hay que tener los ojos abiertos porque, si duermes en las playas de Barcelona, los ladrones te robarán.

Not to mention the metro..
