Is "lo hay" normal Spanish?

Recently a Spanish friend used "lo hay" in a Facebook note to me. I have never seen this in any grammar book.
Here is the exact note(we were talking about Spanish wine)
La marca es Coloma, extremeño, pero no creo que lo haya. El vino tinto de La Rioja seguro que sí lo hay por allí.
Is this slang, or regional, or normal Spanish?

It is regular Spanish, the accusative pronoun is used intensify the action/state expressed by the verb, s/he could've said "La marca es Coloma, extremeño, pero no creo que lo haya. El vino tinto de La Rioja seguro que sí lo hay por allí."

Lo hay is literally "There it is" or perhaps "It is"
Lo haya (presnt subjunctive) means "It has"
