It's a prevalant and thus hackneyed racist statement alluding to that old racist epithet about other ethnic beings:

"A" in this case is a preposition that directs the action. It does the same here as "like" does in English - 005faa61, Apr 8, 2013

It is a little strange. This seems to say something like "When you are born in China, how nice if it seems like everybody is Asian."
