"Justo A. Pedroza, Pte. Mpal. y encargado" I am trying to translate my grandparents marriage license for some geneology work.

I'm afraid I can only offer guesses but I think the abbreviations stand for:

Pte - Presidente

Mpal - Municipal

and 'engargado' can mean 'in charge' or 'manager'

So Municipal President in charge or something along those lines perhaps??
