You can write '7:15' in the translator and it will give you the written and spoken way to say this in Spanish.
The general formula is "Son las"+hour number+"y"+minute number. The only thing you might need to change is if it is one something, then it would be "Es la una y"+minutes. Supposedly, if it is after (whatever):30, they teach you to say "menos"+however many minutes it is until the next hour. For instance, 4:35 would be "Son las cinco menos veinticinco," but in real life I have never heard that construction. One that is the same idea, but that I have heard used is "Faltan diez para las cinco" or "Son las diez para las cinco." Other possible exceptions are :15, :30, and :45. For :15 and :45, you say "cuarto" meaning quarter, just like you might in English (eg quarter till) and :30 is "media" (eg 5:30 Son las cinco y media). Hope that helps.
