Bailamos can be as a verb form is both present indicate tense and preterite, In the song it probably means we dance or we are dancing or maybe even let's dance. Song writers use words more poetically.

Depending on context, as gohern points out it could be translated roughly as "Let's dance" although it's literally "we dance"
