A puro is a cigar, and cigarros are cigarettes in general.

If you search Google for fotos puros cubano and fotos cigarros cubano you get pictures of cigars.

However, according to the link below, a puro refers to a cigar made with the entire tobacco leaf and a cigarro is made from the finely chopped base of the tobacco plant

This could be regional, but my understanding is that "puro" referrs to a cigar, while "cigarro" or "cigarillo" would be a cigarette.
