"Solucionar" ..... "to solve" used when finding a hidden solution to a problem, ie: by mathematics, etc.
"Resolver" ....... "to resolve" normally used to solve issues by discussion, ie: personal problems, etc.

I think that both word can be used in the same situations. For example, "Resolver" is very commonly used in sentences related to maths.
