Adding to flashcards from star

Question

I have created a set of flashcards to be able to add random vocabulary to. Everytime I click on the star for the purpose of adding a fashcard it keeps telling me I have to first create a set of flashcards. I thought I had already done that. Can somebody tell me what I might be doing wrong?

That happened to me once, but when I left and came back later, it would let me add them to the list I had created.
