Use the verb estar, not ser. Weather conditions are temporary.
Use the verb hacer to talk about weather conditions. - Hace (mucho) frio, calor - Hace mal tiempo - Hace buen tiempo
Go to YouTube and search for weather reports "pronóstico del tiempo". You'll see and hear everything you want to know. Do the same in Google for written material.
Use the dictionary to find the definitions of the weather related terms you're looking for.
As for stating the temperature:
La temperatura alta está dos grados. La temperatura baja está negativo setenta grados
Si la temperatura está entre 60 y 69 grados Fahrenheit, hace buen tiempo.

I don´t understand your last sentence in Spanish, but I think it should read something like this: Hoy voy a ir para afuera porque el día está muy soleado (o hace mucho sol, como dijo BigMike).
You have several errors, are you asking us to correct them? El tiempo está mal. I'm not sure how they express highs and lows, but your guess is as good as mine. Mañana "será." And bonita should be bonito. I'm not sure what you're trying to say with the last sentence, but one option would be "Voy a ir afuera hoy, porque hace mucho sol" (I'm going to go outside today, because it's very sunny).
