My homework is conjugating infinitive reflexive verbs into preterite infinite forms, but to that on one of them I need to know if todos is counted as el/Ella/usted or Ellos/ellas

Todos takes the plural form of the verb. Todo el mundo takes a singular form of the verb even though it refers to many people. smile

This is what I found. Use a singular verb with todo el mundo and el mundo entero. Use a plural verb with todos.

OK, if all the fans went crazy that is plural, volvieron. However, I am at the beginning level in Spanish and perhaps we will hear from the pros. You did not question whether the preterite or imperfect should be used. One of the conditions for the imperfect, I think, is describing an emotional state.

I am not sure that we totally understand the question but, "todo" is an adjective meaning "all" so it has number and gender. If you are referring to all of a given thing such as all day you use the singular "todo el dia." If you are referring to all of number of things you use the plural "todas las casas". You used the plural in your question so that adjective would be used with the plural, often third person, but could be used with the first person nosotros.
