What's the meaning of "Revving"

I was reading an economic paper and I had trouble with the word "revving" (with double v). None of the dictionaries I have searched have the meaning. So, I hope somebody knows the correct meaning. Thanks.

William is correct, but in an economics context, it would mean boosting or speeding up the economy. "To rev up" is often used as an intransitive verb in this context, and means that the economy is gaining speed (activity).

Revving means speeding up your car's engine, usually while it's in neutral. At a red traffic light it's a challenge to race when the light turns green.
