What is "cable" in that sentence? Is it saying throw a cable to someone?

I agree with francobollo: lend a hand. It sounds like it has nautical roots as in helping a man overboard by throwing him a rope (often called a cable). I use echar una mano.

Es una frase algo informal, echar un cable, echar una mano, arrimar el hombro.. todas se usan por igual, ninguna es más usada que las otras. Al menos en España, no sé si en el resto de paises en los que se habla Español las usan frecuentemente.
It means to lend a hand or help someone out. I don't personally use it.
