Hay mulas en la Alameda, pesunas ametaladas, porque no relinchan ahora o las traen mancornadas. What does mean?

Well, my attempt at a litteral translation is "There are mules in the avenue, metal hooved, because they don't whinny now, or they bring them hobbled."
As far as what this may really mean, I'm afraid it more than likely is some sort of folk saying or proverb that I am not familiar with. Hopefully a native speaker will chime in.
Maybe something to do with automobiles?
