Because "tratar" itself, without the "de", wouldn't mean "to try to do something", but "to treat something" or "to process something"
To try (to do something) = Tratar de, intentar, procurar (hacer algo)

As Cogu says, "tratar de" means to try to do something. This is a set phrase (a word always paired with its preposition).
