What does 'la presente' mean?

As an example of a thank you note, my book shows "La presente es con el fin de saludarte. . ." Is that like saying "the present thank you note" / "this thank you note . . ."?

Yes, it means 'whatever is being presented' as in this case it's likely 'la carta' or 'la nota' it's 'la' presente instead of 'el'. Just out of interest the same construction also works the same way in French.
