What are the differences between them?

1...Lola estaba un poco molesta. Sí, se notaba.

2...Por lo que acaba de decir se nota que no está muy contento.

Are both of them impersonal or reflexive?

The first sentence is imperfect and the second is present tense, but in both "notarse" means "it is apparent / it can be seen that / it is noticable." In both sentences they are impersonal.
