Laísmo (the bad habit of using la instead of le for indirect object pronouns is common in Spain, and not so much in Latin America). It does not matter if it is a female or a male who is doing the reported speech. The indirect object pronoun to be used with the verb decir (a) is le.

La mujer le dice a ella.

El hombre le dice a ella.

"Le dice" doesn't refer to the person the speaker is talking to. If this information were needed the sentence would read "'Mujer, no pongas eso' le dice a ella."
