Rompido used by two-way immersion teachers

So, I know that "roto" is the correct past participle form of "romper". I work at a two-way immersion school, however, and hear some of our teachers that are native speakers using "rompido". Is this just a case of poor grammar possibly due to being raised here and not educated in Spanish?

No, that "poor grammar" that you mention also exists in all the Spanish-speaking countries, not everybody speaks correctly. Saying "rompido" instead of "roto" is a quite common mistake among many natives. On the other hand, think of the verb "corromper", in that case the past participle is "corrompido", isn't that funny?
