Is the weather was good 'El tiempo era bueno', El tiempo estaba buena and is it something other than these if it is part of some qualifying statement. e.g. The weather was good so I decided to go out for the day.

In Spanish, weather is spoken of using ´hacer´ rather than ser or estar, in most case.

The weather is good or nice. Hace buen tiempo.

The weather was bad. Hacía mal tiempo.
