Are those two words interchangable or not?

Llevar tiempo: Time spent doing something, It implies an action that has started in the past and is still taking place. It's a simple as How long have you been doing something?

A...Cuánto tiempo lleváis estudiando español? How long have you been studying Spanish? Answer - six months, twenty years or whatever

B...Cuánto tiempo dedicáis a estudiar español? How much time do you devote to studying Spanish? Answer 10 hours a week, 2 hours a day or whatever.

Dedicar = Dedicar un tiempo a hacer algo. Dedicate time to do something.
