Is perrita an insult?

In central America, is it considered insulting to be called a "perra or perrita?" ? I know that to be called a dog in the USA is considered an insult.

Perra, zorra y otras variantes de animales son muy ofensivas en español. Sobre todo, cuando se trata de las damas. Así que cuidadito. A las mujeres se les debe respeto.

Actually, coming from a Reggaetonero ;-), "perra" remains foul in Reggeaton. Typically they utilize "gata" or "gatita" which slang translates to "chick". "Perra" is far from a natural to call to a female. - DJ_Huero, Nov 2, 2012

It can be either an insult or a term of indearment

I have heard mothers refer call their daughters this loveningly.
