Does the phrase 'o sea (que)' take the subjunctive? Why/why not? Thanks

Well 'sea' is actually the present subjunctive of 'ser' and used with 'o' (o sea) as it means something along the lines of 'I mean' or 'that is to say' etc and as what follows is usually declared this would be in the indicative mood.
