Cuando se callan los aguiles los loros empiezan a parlar.

I think Winston was saying that when those that fly high and see what is happening and say nothing, then those who are in the trees and cannot see the forrest for the the trees (cannot see the whole picture) start talking rubbish.

Creo que Winston estaba diciendo que cuando los que volar alto y ver lo que está pasando y no dicen nada, entonces los que están en los árboles y no puede ver el bosque por los árboles (no puede ver la imagen completa) empezan hablar basura.
