Does the phrase "estar en vela" mean "to stay up all night"? If not, what is the phrase that means the above(to stay all night, or, to stay up late?) Thanks.

You may also find ' trasnochar' useful. It means to stay out late, not go to bed. It has, however nothing to do with vigils.

Trasnocharse has a slightly different meaning. It could be deliberate, whereas estar en vela is to stay awake involuntarily - francobollo, Oct 11, 2012

A period of keeping awake during the time usually spent asleep, esp. to keep watch or pray
    - my birdwatching vigils lasted for hours
    - as he lay in a coma the family kept vigil
