What does this mean? the inside definition not what it means outside.

I did not understand your references to "inside definition" and "outside definition". However, I did conduct an internet search for the term "llevar chuletas" and it lead me to think as follows.

 

Researching "chuleta" in DICCIONARIO DE LA LENGUA ESPAÑOLA by REAL ACADEMIA ESPAÑOLA here ----> Chuleta and in particular definition #3 found there:
"3. f. Entre estudiantes, papel pequeño con fórmulas u otros apuntes que se lleva oculto para usarlo disimuladamente en los exámenes." I wonder if you are looking for "cheat sheets" or "crib notes" as a definition.

 

Consider "Taking/Carrying crib notes/cheat sheets".

I looked it up and it seems to mean perhaps something like "wear/have sideburns" since one of the meanings of chuletas is sideburns, and this seems to be the only way it makes sense with that verb.
