You could say: Son las(It is) cuatro(4) menos(less than) veinte(20) de la tarde(pm) you usually say de la tarde for PM while de la mañana for AM

You have a couple of options:

If you want to express the time after half past the hour, you can use give the next hour ('o clock) that's coming up and then use the word menos (minus or less) + to say how much time remains before that hour is reached.

Son las cuatro menos veinte. (It is 3:40.) (It's four o clock minus/less 20 minutes)

Or you can say it numerically as it is, like we sometimes say 'it's three forty' in English

Son las tres y cuarenta. (It’s 4:40.)

You can say "buen trabajo" if you want and you will probably be understood, but in this case it´s more natural and common to say "¡Bien hecho!" - 005faa61, Oct 2, 2012

You should know that we also use the 24-hour clock for formalities, adverts, legal documents, etc. In your case of 3:40 PM using the 24 hour clock, it would be 1540, ie: "la venta empieza a las 1540 (quince cuarenta)" ..... "the sale starts at 1540 hrs."
