Word for clock time in Spanish

In an online exercise for students learning to tell time, I saw the following instructions: "Escucha el tiempo y dibuja". The students were to listen to a time in Spanish and then draw it on a clock face. I thought "tiempo= weather"; "hora=clock time". I thought the instruction should be "Escucha la hora y dibuja". Who is right?

La hora is time. El tiempo can be weather (or time as in time goes by so quickly).
La misa siempre es a la misma hora (10:30 am)
El tiempo se nos escapa de las manos (Time goes by so quickly)
