In ending a romantic letter, what is the difference with these two closings?
"te quiere, Hector" "te quiero, Hector"
I' ve seen both used in Spain..is there a slight difference in peninsular Spanish? or none at all?

Te quiero means – I love you. Te quiere…can mean - He/she/it loves you.
If you incorporate a bit of “ modismo, as we say in English “colloquialism” which is familiar expressions…Te quiere… he/she loves you…as in I, "but without commitment." _viejito

Te quiere means Yours,... Te quiero means Love,. So it depends on how you would like to end your letter, really.
