If you were writing a strict, formal English paper, you would try not to end the sentence with a preposition. I'd prefer to say, "What's Juilo sitting on?" "On what does Julio sit?" sounds more like old English to me. - rheit, Sep 13, 2012

It means "On what did Julio sit down?"

OR to better phrase that in English:

"What did Julio sit down on ?"
