In what situations would I stem-change verbs? Like what tenses and give me an example, please.

It depends on the verb and the tense. Some verbs are irregular in the present, while those same verbs may be regular in the preterite. When you see an infinitive (unconjugated verb) and it looks has parenthesis after the infinitive, then it is a stem-changer (see example below): dormir (o -> ue) (in this instance the o in dormir would change to ue

You can google "verbos zapatos" and it will give you shoe verbs that are only irregular in certain pronouns in the regular tense. That is a good start.
