It is a noun, and in some rare cases it could be used as an adjective. Fear is a concept we can talk about, so it is a noun. - RiCrow, Aug 14, 2012

I can only think of one example of it being used as an adjective: "The fear factor is one of many factors that can keep people from being successful. - RiCrow, Aug 14, 2012

Fear can be a verb, but miedo can't unless you use tener: Tener miedo. Tenía miedo de las altas. I had a fear of heights. - RiCrow, Aug 15, 2012
