Here is an example:

Encargaré las entradas cuando dejo (o dejará) de llover.

What tense should we use in the second part of the sentence? Are both tenses possible?

In this situation, I would use the subjunctive:

"...cuando deje de llover"

since you are not 100% sure when it's going to stop raining. The subjunctive is used when there's some kind of uncertainty like this, in the future.

You should use the future whenever one is called for.

I will order the tickets when it stops raining.

The idea you are wanting to construct is based on the usage of the subjunctive.

You will do something – primary clause

When something (which is non completed) is completed. (subordinate clause)

Cuando – when… tells us that something is not completed

A present subjunctive can have a future connotation.

Encargaré las entradas (billetes) cuando deje (subjunctive) de llover. I will order the tickets when it stops raining. (it hasn't yet)

Los hablaré cuando lleguen. I will talk to them when they arrive. (they haven'y yet)

Asi que lleguen saldremos. As soon as the arrive (they haven't yet) we will go out (leave). ?

Les diré la verdad cuando lo sepa. I will tell them the truth when I know it. (I don't yet know it)
