Zero is cero
I don't think there's any 'set' way to say a phone number but numbers are sometimes grouped, how exactly can be personal perference, for yours for example you could say:
281-907-7035
dos- ochenta y uno - nueve - cero - siete - siente - cero - treinta y cinco
