Context: I'm looking for an apartment to rent and I ask the manager if I'm allowed to bring my dogs. (Context doesn't need to be translated.)

Silvia´s answer is correct, but the subject is not "you, the manager." The subject is the infinitive "traer" or "tener" as she mentioned.
Infinitives can be subjects in Spanish and when they are, they are masculine and it doesn´t matter if the sentence is active or passive voice. The subject remains the same, ie: Está permitido tener perros / Tener perros está permitido or in passive voice Se permite tener perros / Tener perros se permite. (Sorry, I forgot the passive earlier).
You will also ocassionally see the article "el" used when an infinitive is a subject (El tener perros ....), but this is usually only in formal writing when the subject starts the sentence.

Be aware, amiga, that the verb "traer" is very tricky in Spanish and only used in certain circumstances. I still have a hard time understanding why "llevar" is used much more often than "traer," but it is. In English it would be perfectly fine to say "I'm bringing food to the party" but in Spanish it would be "llevar" and not "traer."
For this particular situation I'd use the impersonal passive voice as Matt says: ¿Se permiten los perros?
