Whether by this or that..

Question

I am trying to translate my thesis and I can't figure out how to translate "whether."

My thesis goes asi:

"Through her writing, Luisa Valenzuela criticizes violence whether it is by the government or those who oppose it."

I have looked and the best I can see is "ya sea por el gobierno o los que lo oponen."
