Yes both phrases equally mean - 'you can call me'.
For your second question llamarse is not a reflexive verb, it is a pronominal verb and just means 'to be called'.
Some verbs can be used reflexively - when the doer of the action is also the receiver of the action.
Me lavo. I'm washing myself.
It's not so much that these verbs are of themselves reflexive, it's just that the verb lavar here is being used pronominally 'lavarse'. And the action described is reflexive - this means that the person doing the action, in this case the washing, is the same as the person receiving the action, that is 'being washed' (thinking of a mirror/reflexion might help you get the idea).
You can often use the same verbs non-reflexively, without the reflexive pronouns.
La mamá lava los niños. The mum is washing/washes the children.
Here the person doing the action of the verb is not the same as the one(s) receiving the action. The mum is washing but it's the children being washed.
