I also think the 2nd word is 'robar' (judging from the picture), but ehh ..... would make a strange sign as we are all supposed to know that stealing is prohibited. Nevertheless, I'll go for: 'prohibido robar el .....'

Isn't there somebody out there who can help?

We have signs like this is my inner city. Saying something like: don't coomit this or that crime. and then: 'the police is applying a 'lik-op-stuk-beleid' ... sth like: you'll end up in court right away. - mcl020, Jul 4, 2012
So I really think that that O is the institution who takes action should you 'robar' ... - mcl020, Jul 4, 2012
Oh, yeah, well, if you believe in masculine and feminine gender, I guess I can't use that... at least I switched to bomberos in the next post.... ha. - katydew, Jul 4, 2012
Lol...going in the wrong direction. - --Mariana--, Jul 5, 2012

The letter in front of the D seems to be an I, so my guess is that the first word is 'prohibido' ... The 4th word is either 'no' or 'ni'. This time I won't ask wink)))

I think the last 6 letters are t-e-n-c-i-a.

Is the last word competencia?

I don't know where to start with the 4th word. You already said that "político" is wrong so.. no lo sé. I got nothing. lol.
