I am writing a paper about a short story written by Luisa Valenzuela called "La Marcha" and I want to make mention of the "uninvolved" citizens.

Can you guys help me possibly think of either another way to say this or help me translate it.

The full phrase is: "innocent and uninvolved citizens were also suffering"

Los ciudadanos inocentes y no implicados sufrían también.
