"Una parte considerable de la población boliviana no hablan a inglés."
A considerable part of the Bolivian population does not speak Spanish.

I would say:
"Una parte considerable de la población boliviana no habla inglés."
The verb "habla" refers to the singular noun phrase "Una parte...de la población"
