Yes because the noun 'pelo' / 'hair' is masculine so it goes with the masculine adjective 'largo' - it doesn't matter who has it.
Both men and women have pelO, brazOS, piernAS, manOS etc - and any adjectives must match the body part not the person it belongs to

you mean "el hombre largo"= "the tall man"?
If so ,
I think you should say "el hombre alto"
