Would the word "quitapelillos" be an adequate Spanish subsitute for lickspittle or toady? Por ejemplo: Siempre hay un quitapelillos para besar las botas de la gerente. There's always a toady on hand to lick the manager's boots.

That's exactly what it means. Bootlicker, Toady.

Another term is "quitamotas" which means the same thing.

Quitamotas - Persona aduladora que anda quitando las motas de la ropa a otra persona.
