Did I understand your question well? I thought you were asking for "Party" not "Party On"

I think you are right, it depends of the country where you use it. In my mind, parranda is just a party with a bunch of good friends. I never drink alcohol, nor my buddies, and we still had parrandas! But I guess it is regional! - farallon7, May 17, 2012

Just as it´s an idiom in English, it´s an idiom in Spanish, so it might vary from country to country. What I have provided is usage from Mexico
