Some context is needed to make a good answer to your question. I read: What do they cost the houses which he maybe sells the governor in Cuba? Do you mean to say: What did they cost, the houses in Cuba which the governor sold? or maybe: What might they cost, the houses which the governor while he is in Cuba might sell? Are the houses in Cuba? Is the governor in Cuba? I suspect that the houses are in Cuba, in which case, "en Cuba" should follow "las casas" rather than following "el gobierno". Also, what tense/mood is "vende"?? "Cuestan" is present indicative, but "vende" seems present subjunctive .... ??? (You are using vendar??) Assuming the governor was in Cuba when he sold the houses, I think the imperfect tense is needed - vendaba; if the houses are in Cuba, then the preterit would be okay - vendó. But maybe I have this all backwards, let's wait for a native speaker to comment.
