Context please. Both may be correct.
Lector is correct. The only way I can think of that you would say "tema de amor", is if you are describing a love song.
In some countries they would say "Es un tema de amor" => It's a love song.
One places the article before nouns in Spanish (some exceptions for things like fruit, etc.). "Amor" is a masculine noun so one would say "el amor" just as one would say "el tema" ... thus, "El tema del amor" would be proper ("del" being the contraction of "de" and "el"). Unless you are using Portuguese ... (and I love "tema" which is the first masculine noun I have seen ending with "a" and not beginning with "a")
