Jorge no está en clase because estar can be used for location other temporary states, and as an auxilliary verb in progressive tense and the passive tense "Jorge está leyendo el libro." like while the verb ser must be used for permanent situations like definitions, characteristics, etc... That's how Estar and Ser is generally used.
Soy enfermo (I'm sickly) = It cannot be altered by most circumstances.
Estoy enfermo (I'm sick)= I'm sick but I'll be well on the other day.
