Telling time is a tricky one. It changes every moment, but you have to use the verb "ser" (permanent condition), no "estar" (temporary condition).
- "Son las tres de la tarde".
I think this is because it defines a moment in time, and although time will change, that exact moment's time is permanently fixed (as when you take a picture).
