I could have told you. Would it be "podria haberle dicho" or Habia podido dicho

That's the conditional perfect tense. This is no doubt complex, as there are so many other rules to apply here at the same time. I would say...

Yo podría habértelo dicho. - I could have told you.

Yo habría podido decírtelo. - I would have been able to tell you.
