ANytime you have a exclamation point or questrion mark, you will need the accent mark

I am often told by native Spanish speakers that I am wrong when I say "¡qué bien! They tell me not to use the accent mark. Could it depend on the country? - ross1964, Mar 16, 2013

It's my understanding that interrogatives and exclamatory uses of "que" take the tilde, i.e. "¡Qué linda tu bebé!"

The exclamative clauses are introduced by the exclamative pronouns which,always,have graphic accent.The exclamative pronouns are ¡qué,,,!,¡cuán...!,¡cuál...!:
¡Qué hermoso!
