It depends on the person, the amount of time you devote to studying, the amount of immersion (i.e., if you go to live in a Spanish-speaking country it will take less time because you have to use it all the time), the materials you use, and your amount of motivation. And as MeEncantaLaPlaya said, it is more than just learning the language, it also entails learning cultural aspects and all that as well. Plus no matter how good you get, you're always still learning, just like with your native language. But as MeEncantaLaPlaya already said, it takes at least a few years to get good.

Depende. Si te gusta este idioma aprendaras español muy pronto!!!! He aprendido español durante tres meses.

It takes 3-4 years to just learn the basics. It takes many years to get it perfect because it is more then just learning t language, it is learning the accents and culture as well.

I have heard that speaking Spanish is the most difficult part of the language. Many have used our resources and gotten to know friends here on Spanishdict.com and their quest to learn grammar is shorter.
